INTRODUCTION

• Introduction

This chapter introduces birth monitoring information system; it therefore contains the theoretical background, statement of the problem, aim and objectives of the study, significance of the study, scope of the study, organization of research and the definition of terms. This will help drive home a better insight in regards of this research work.

1.1     Theoretical background

Birth monitoring information system which involves the registration of birth, this is done by the government office known as National Population Commission. During registration birth register volume are being assigned to a particular person for easy identification, this new system of birth information monitoring which the central of this focus come a long time ago and handled by the National Population Commission. It is introduced to enforce strict compliance for birth and death registration and the degree 69 of 1997 constitution.

The increasing attention to research on early brain development and on short and long term effect of children participation in quality early childhood program. Along with the growing government commitment of lifelong learning in the education conference as led to growing interest in early childhood programs and service in countries around the world.

It is important in collecting accurate and useful information in about childhood in persecution country or region. The guidelines presented force on two areas of particular concern for policymakers’ data collection and system monitoring. To accommodate the need of birth developing and developed nation we offer a number of different approaches to data collection and monitoring. Provide particular examples of data collection method that can be used to examine courage and quality two areas that are especially important for policymaking decision and finally the unique collection of data to be used in cross-national research.

1.2     Statement of the Problem

The factors that influence the course of development with Organization and its accomplishment is good to be embraced so as to ensure that  adequate majors are taken to monitor birth rate. The University of Uyo Teaching Hospital, till now cannot keep track of its registered new born babies accurately but get its data and information through vital registration department, the negligence has made reports parents and National Population commission being represented by one of its staff to be manually keeping record of events so as to enable the National population commission to have up to date and data record of new born babies.
